April 8, 2013The Jeffers City Council met in REGULAR session on April 8, 2013 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Lance Holmen, Maintenance; Sharen Goeman, ClerkMayor Prins called the meeting to order at 7:00 p.m. Minutes from the March 25, 2013 meeting were approved as read.Visitor: Linda Laechel – Jeffers Lions ClubMrs. Laechel was present to report of the upcoming Bike Rally the Jeffers Lions will be holding for Jeffers children on June 15, 2013 at 1 p.m. The Lions would like to close off a street for a bike course. Mayor Prins suggested closing Scott Street for this purpose. The city will help with barricades and cones for this event. The Lions plan to teach hand signals, bike inspection and provide a course to practice the hand signals.Lance presented a catalog from Crysteel in Lake Crystal that manufactures plows for pickups and spreaders for salt and sand. The council reviewed this option and Lance will find out some prices and recommendations.A building permit for a concrete slab was presented. Motion Duroe, second Dorr-Jones, unanimous vote.Lance proposed a recommendation from Brad Gillingham, MPCA. A gravel driveway to the discharge structure at the ponds. The city has 300 yards of gravel on account with Jeffers Dray Line from the Woodman Street project. Drayline could dump maybe 10 yards of gravel and Lance can level it out with the grader for this purpose.Holmen also proposed hiring the Road Guy this spring for street sweeping. Motion Dorr-Jones, second Ryker, unanimous vote to hire the Road Guy to sweep the streets at his earliest convenience.Lance reported the compost pile has gotten quite high and would like to clean it up. He will check with the county as to what can be done.Motion Determan, second Ryker, unanimous vote to move $25,000 from the sewer fund to the general fund for bill payment.Sharen reported that the Zoning committee would like to appoint a zoning officer for the city of Jeffers. The committee recommends Sandy Olson.Motion Determan, second Ryker, unanimous vote to hire Sandy Olson as the city zoning officer.The clerk will send Sandy Olson a letter stating she should gather information and the council will set up guidelines before any citations can be issued.Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.Motion Ryker, second Determan, unanimous vote to adjourn at 8:25 p.m. having no further business.
