City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on May 13, 2013 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins;  Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Lance Holmen, Maintenance; Sharen Goeman, Clerk.  
Mayor Prins called the meeting to order at 7:00 p.m.  Minutes from the April 22, 2013 meeting were approved as read.
Visitor:  Lincoln Simonson
Lincoln Simonson was present to request city water for his building which is just outside the city limits.  The building is only 150 feet from the water line in the ballpark.  Simonson stated he spoke with Rural Water and they do not have an issue with the city providing him water.
The new water hookup fee of $1,500 was discussed with Simonson.  He explained he wouldn’t need it until August or September.  He plans to expand his building this summer.  Simonson would also need to pay for an additional shutoff of $100 due to the fact that the water gets shutoff at the ballpark 6 months of the year.  The fees for boring in the line would also be Simonson’s.
The council also discussed the possibility of annexing Simonson’s property into the City of Jeffers.  The question is whether he needs to be annexed in order to receive city water?  The clerk will check with the City Attorney regarding these items.
A decision will be made at the June 10, 2013 council meeting.
Motion Prins, second Dorr-Jones, unanimous vote to approve a permit for a resident to add a deck to their home with a triple fine for starting before the permit was approved.  
Motion Dorr-Jones, second Duroe, unanimous vote to approve a building permit for a resident for placement of his manufactured home pending he changes the placement to north and south or east and west, not at an angle with Slim’s approval.  The home needs to be in place by September 1, 2013.
The Zoning Commission informed the council of the upcoming Conditional Use Public hearing scheduled for June 4, 2013 at 6:30 p.m.
Lance reported that The Road Guy will be in town to sweep the streets on May 14, 2013.  
Cottonwood Soil/Water will be planting the 10 trees this week.  If any residents are interested for next year they should contact Dave Bucklin at Cottonwood Soil and Water.
Lance suggested installing a new storm door on the front of City Hall.  The council agreed.
Motion Dorr-Jones, second Determan, unanimous vote to cancel the May 27, 2013 meeting as it is Memorial Day.
A resident has been storing his camper in the alley behind his property.  A letter will be sent to require him to move the camper.
Letters will also be sent to residents requesting them to trim the overhanging bushes in their respective alleys.
The clerk discussed non-payment of an ambulance contract by a township.  The council requested that a new bill be sent for last year’s contract in addition to this year’s contract.
Street projects for this summer were discussed.  Tabled until June 10, 2013 meeting.
Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.
Motion Duroe, second Determan, unanimous vote to adjourn the meeting at 8:54 p.m. having no further business.
