June 10, 2013The Jeffers City Council met in REGULAR session on June 10, 2013 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins;  Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Lance Holmen, Maintenance; Sharen Goeman, Clerk.  Mayor Prins called the meeting to order at 7:00 p.m.  Minutes from the May 13, 2013 meeting were approved as read.Visitors:  Dr. Brennen, Red Rock Central School; Lincoln Simonson, Kelly Dunkelberger, Scott Osland, Rory Lindvall, Cottonwood County Engineering; David Eidem, Country PrideCountry Pride was present to request permission to move a 30,000 gallon propane tank because of lease expiration to 20-107N-36W if necessary.Motion Determan, second Ryker, unanimous vote to approve the moving of the tank if necessary.Rory Lindvall, Cottonwood County, was present to request the City participate in the cost of the culvert for County Road 52 and Duroe Street.Motion Dorr-Jones, second Duroe, unanimous vote to pay for the cost of the culvert on County Road 52 and Duroe Street of approximately $2,500.Lincoln Simonson was present to hear the decision of the City Council of his request for city water and sewer for his property just outside of city limits.  The clerk and mayor spoke with the City Attorney and pursuant to Minnesota Statute 444.075 Subd. 5:  The City of Jeffers does not need to annex property into the city limits in order to provide them with water and or sewer service to people outside of the city limits.  The City of Jeffers ordinances also do not prevent the City of Jeffers from providing water and sewer services to a non-residentMotion Duroe, second Ryker, unanimous vote the City will provide water and sewer to non-residents, if requested from the most convenient hookup point per city’s discretion.  The individual must pay from their building to the hookup point that is determined by the City.Dorr-Jones reported the Zoning Commission approved the Conditional Use Permit submitted by Farmers Coop Oil at the recent Public Hearing on June 4, 2013 for Installation of a blender pump and adding above ground storage of one 8,500 gallon gas tank and one 2,000 gallon E-85 tank with underground piping at 202 E. Whited Street and adjoining property.Motion Ryker, second Duroe, to approve the Conditional Use Permit submitted by Farmers Coop Oil.  Voted yes:  Prins, Ryker, Determan, Duroe.  Abstained:  Dorr-Jones.  Motion carried.Scott Osland was present to receive clarification of the natural gas proposal.  The council requested the clerk call Mychael Swan and request he come back to town to answer some more questions.The clerk reported that $34,850.40 is due on the General Bond and PFA loan in August.Street work was discussed.  Crack filling and seal coating were discussed.Lance reported Nick Yokel, Jeffers Implement requested that the City split the cost of larger rock to fill in the valley that washes through the middle of the lot between the John Deere Shop and the City Shop.  The council has no problem with that.The clerk reported that the CD with Edward Jones of approximately $25,000 is due.  The options to reinvest are:  6 months .30 9 months .40 1 year  .45The council requests that the CD be reinvested with Edward Jones for 1 year at .45.The council requests that a letter be sent to a business for the weeds and tall grass on their property.  If trucks are unlicensed they need to be removed or licensed.Mayor Prins reported a resident requests the council reconsider their decision for his trailer to be east and west or north and south so it can be installed at an angle.Motion Determan, second Ryker to allow the resident to place his trailer how he wants per approval of Slim Sinnamon and his other trailer be removed by September 1, 2013.  Voted Yes:  Determan, Ryker, Prins, Duroe.  Voted No:  Dorr-Jones.  Motion carried.Motion Dorr-Jones, second Ryker, unanimous vote to pay all bills and approve the financial report.Motion Ryker, Second Determan, unanimous vote to adjourn at 9:25 p.m. having no further business.
