City of Jeffers - City Council Meeting

July 22, 2013The Jeffers City Council met in REGULAR session on July 22, 2013 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins; Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Lance Holmen, Maintenance; Sharen Goeman, Clerk.  Absent:  Sheila RykerMayor Prins called the meeting to order at 7:00 p.m.  Minutes from the July 8, 2013 meeting were approved as read.Visitors:  Sharon Evers, Dennis Beukelman, Dallas Giese, Jack Determan, John Gilbritson              Mychael Swan and Mike Driscoll, Agrinatural Gas              Michael Burkhardt, Burkhardt & BurkhardtJohn Gilbritson was present to dispute an animal control fine. Mayor Prins responded that a decision will be made after speaking with the animal control officer and Gilbritson will be notified with the outcome.Mike Burkhardt presented the 2012 City of Jeffers Audit.Motion Determan, second Duroe, unanimous vote to approve the 2012 audited financial statements.Mike Swan and Mike Driscoll updated the council on the progress of natural gas.  A signed copy of the franchise needs to be obtained.  Swan and Driscoll answered several questions of visitors and the council.A City Maintenance Bid from Jeffers Drayline was reviewed by the council.  Motion Dorr-Jones, second Determan, unanimous vote to approve the Jeffers Drayline Maintenance Bid for 2013.Resolution #2013-02 Requesting Assessments Be Reassessed to Parcels #21-414-0070 and #21-414-0390 stated the Jeffers City Council waives the 60 day period and approves the sale of the above stated property.  The Jeffers City Council reserves the right to reassess the special assessments on the parcels and wishes to negotiate with the buyer of said properties.Resolution #2103-12 was reviewed by the council.  This refers to the list of tax-forfeited land for public sale on September 18, 2013 at 10 a.m. by the Cottonwood County Auditor at the County Courthouse.Introduced by Dorr-Jones, second Duroe, unanimous vote.Building Permits were reviewed.Motion Determan, second Dorr-Jones, pending Slim’s approval, unanimous vote.Lance reported the estimate from Knife River is $21,054 they are now in the area.The cement work estimates are still coming.  A special meeting will be held July 23rd at 7 p.m. to go over the concrete bids.Motion Dorr-Jones, second Duroe to approve the bid from Knife River, unanimous vote.A complaint regarding burning of garbage was discussed.  The clerk will send a letter.Motion Dorr-Jones second Determan to pay all bills and approve the financial report, unanimous vote.Motion Determan, second Duroe, unanimous vote to adjourn at 9:02 p.m. having no further business.
