August 12, 2013The Jeffers City Council met in REGULAR session on August 12, 2013 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins; Council members: Roberta Duroe, Sheila Ryker, Shawna Dorr-Jones, Curt Determan, Lance Holmen, Maintenance; Sharen Goeman, Clerk. Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the July 22, 2013 meeting were approved as read.Visitors: Jack Determan, Sandy OlsonAnimal Control Officer Sandy Olson was present to report on a resident’s dog incident over the July 4th weekend and the dispute made by a resident over the fine imposed upon him. The resident was asked to be present but was unable to attend the meeting.Olson stated that this was the resident’s second offense of dog off leash. The first offense occurred in November of 2012. At that time, the resident was given a warning and advised to obtain a license for his dog.At the time of the July 4th incident the resident had not obtained a license for his dog and the dog was not properly restrained, if it was able to break loose. After hearing that this was the resident’s second offense, the council agreed the fine should stand. Motion Duroe, second Ryker, unanimous vote to uphold the $50 fine for the resident’s dog that went off leash.A building permit for a resident to install a cement pad and a storage shed in her yard was reviewed by the council. Motion Determan, second Ryker, unanimous vote to approve the permit.Lance reported on a bid for resurfacing, crack filling and sealing of the tennis court and basketball court. RH Sealcoating and Asphalt Maintenance of Russell gave an estimate of $3,100.Motion Dorr-Jones, second Determan, unanimous vote. This will be paid from the general fund.Prins reported the fire department is interested in installing cement or asphalt in front of the fire hall with a drive over gutter. They plan to use their own funds.Lance will get estimates for Steve Barker’s alley and in front of the fire hall.Lance reported that the furnaces in the fire hall and water plant are too old to update and need replacing.Curt Determan requested the city pay for half of new dugouts for the softball field. The softball association would pay the other half.The council agreed. Lance will get estimates for this project.Ordinances will be reviewed for debris in yards.The city clerk’s hours for August 26 through August 30th will be: Open on August 27 from 4 to 6 p.m. and August 30 from 11 a.m. to 1 p.m.Motion Dorr-Jones, second Ryker to pay all bills and approve the financial report, unanimous vote.Motion Ryker, second Duroe, unanimous vote to adjourn at 8:36 p.m. having no further business.
