September 23, 2013The Jeffers City Council met in REGULAR session on September 23, 2013 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins; Council members: Roberta Duroe, Sheila Ryker, Shawna Dorr-Jones, Curt Determan. Lance Holmen, Maintenance; Sharen Goeman, Clerk. Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the September 9, 2013 meeting were approved as read.Visitors: John Garritsen, Bonnie Lewis, Sharon Evers, Rod RindfleischJohn Garritsen was present to dispute his $50 dog fine and his water bill. Lance reported he had been waiting for Garritsen to call him so that he could check the water meter for accuracy.Garritsen agreed that Tuesday, September 24th would work for Holmen to check the meter. The dog fine remains the same.Rod Rindfleisch was present to ask for more time to work on his trailer. He would like to have until December 31, 2013. Rindfleisch explained to the council that he would like to change the setbacks on the building permit so that he can get the trailer in sooner.Motion Duroe, second Determan, unanimous vote to approve the change and setback of the trailer. Sharon Evers was present to request 20 mph speed zone signs for West Duroe Street. Evers reported that the busses and cars need to slow down on Duroe. It is causing a lot of dust problems and is dangerous for the children that are walking to and from school on that street.Lance will purchase some signs for Duroe Street. The clerk will call Monica at Red Rock Central to request the bus drivers slow down and possibly take a different route out of town.Motion Ryker, second Dorr-Jones, unanimous vote to approve a building permit for a deck on the Kirst house located on Best Avenue.Lance reported that the Outlaw Committee would like to purchase small playground equipment for the ball field. They are checking on prices.Estimates for the dugouts came to $1,200/dugout. The City has agreed to pay for half.Tennis courts and basketball courts are resurfaced and sealed.Lance reported 0 comp hours.Ryker requested some more gravel on the corner of Whited and Stewart.The clerk requested to go to a MCFOA Region V training in Westbrook on October 9th.DSI will be at a Community Development Public Hearing for the City of Jeffers on October 1, 2013 at City Hall beginning at 7 p.m. The meeting is intended to obtain citizen input, comments, recommendations and suggestions regarding community development needs and priorities in Jeffers.Mayor Prins reported that after speaking with Sherriff Purrington that the Jeffers self-defense siren needs updating because of the narrow band width change. Prins has spoken with Alpha Wireless regarding this.Motion Dorr-Jones, second Ryker to pay all bills and approve the financial report, unanimous vote.Motion Ryker, second Determan, unanimous vote to adjourn at 8:25 p.m. having no further business.
