October 14, 2013The Jeffers City Council met in REGULAR session on October 14, 2013 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins; Council members: Roberta Duroe, Sheila Ryker, Shawna Dorr-Jones, Curt Determan. Lance Holmen, Maintenance; Sharen Goeman, Clerk. Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the September 23, 2013 meeting were approved as read with a correction that the Softball Association is purchasing the dugouts for the ball field not the Outlaw Days Committee.Visitors: Jed RhubeeMr. Rhubee was present to submit the Fire Department Reimbursement for 2012-2013.Motion Ryker, second Duroe, unanimous vote to approve the 2012-2013 Reimbursement as presented.Jed reported the Fire Department Annual Meeting is set for Friday, November 22, 2013.Rhubee also inquired about purchasing the property at 108 N. Stewart. There are approximately $850 worth off assessments from the City on the property plus $140 worth of fees. Rhubee requested that the City might work with him on this amount.The council suggested he agree to take care of the well on the property in exchange for the City waiving the assessments. Jed agreed to check into the costs of the well and come back to the next council meeting.The council discussed what amount of money should be set aside for the DSI project.Motion Ryker, second Duroe to use $7,000 from the EDA fund for this purpose. Vote Prins – aye, Duroe – aye, Ryker – aye, Dorr-Jones – aye and Determan – nay. Motion carried.The 2012-2013 Ambulance Reimbursement was reviewed by the council. Motion Dorr-Jones, second Duroe, unanimous vote to approve the annual reimbursement.Building permits were reviewed.Lance reported that Alpha Wireless is updating the board for the civil defense siren. Lance installed a new speed sign on Duroe Street and the pumps at the ponds were causing problems. A new sump pump is needed. The clerk will check with Tim Truwe, Claims Adjuster for the League of MN Cities regarding the damage from the hail storm.Lance reported he spoke with the crews working on the Natural Gas line and they will be starting in the next day or two on South Courthouse and working their way north. When the crew south of town finishes they will join the crew in Jeffers.Lance reported two estimates for the heaters at the water plant and the fire hall. More information is needed.Lance reported 0 comp hours.Halloween hours are set for Thursday, October 31, 2013 from 4 to 8 p.m. Trick or Treat only at the houses with front porch lights on. Halloween evening curfew is 11 p.m. to 5 a.m.Motion Dorr-Jones, second Duroe unanimous vote.The clerk reported she will be gone October 21 through November 1st.Sheila will plan to work in the office on October 23rd and October 30th from 4 p.m. to 6 p.m.Motion Dorr-Jones, second Ryker to pay the bills and approve the financial report.Motion Ryker, second Duroe, unanimous vote to adjourn at 8:30 p.m. having no further business.
