November 11, 2013The Jeffers City Council met in REGULAR session on November 11, 2013 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins; Council members: Roberta Duroe, Sheila Ryker, Shawna Dorr-Jones, Curt Determan. Sharen Goeman, Clerk. Absent: Lance Holmen, Maintenance.Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the October 28, 2013 meeting were approved as read.A home occupation permit application for Anna Rhubee’s daycare was reviewed by the council. Motion Dorr-Jones, second Ryker, unanimous vote to approve the application.A deposit amount for water and sewer service for the apartment building was discussed. The apartment building was recently sold with the new owner taking possession as of November 1, 2013. Motion Duroe, second Determan to set the water/sewer deposit amount for the apartment building at $1,000. Unanimous vote.The Winter Maintenance Agreement with Cottonwood County Highway for the snow and ice removal of CSAH 32 on Whited Street from Jct. CSAH 4 to Jct. of CR 52 was reviewed.The County will reimburse the City for .50 miles of roadway the total amount of $600 for the year 2013-2014.Motion Determan, second Dorr-Jones, unanimous vote.Mayor Prins discussed the water main break. Agrinatural gas hit the line when boring the gas line. Agrinatural gas workers quickly helped in the repair.Agrinatural gas is presently hooking up customers.Motion Dorr-Jones, second Ryker, unanimous vote to have only one meeting in December due to the Christmas holiday. The meeting will be December 9, 2013 at 8 p.m. due to a conflict with a school function.Mayor Prins discussed a salt spreader with the council.The mayor has received some complaints from residents regarding barking dogs. He referred the residents to the Animal Control Officer.The clerk informed the council of a resident who wishes to get his deposit returned. The council instructed the clerk to return the deposit minus the outstanding balance on the account.The clerk will be attending training for the Fund Accounting program at Banyon in Burnsville.Motion Dorr-Jones, second Ryker, unanimous vote to pay the bills and approve the financial report.Motion Ryker, second Determan, unanimous vote to adjourn at 8:02 p.m. having no further business.
