City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on January 27, 2014 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins; Council members: Roberta Duroe, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk, Lance Holmen, Maintenance.  Absent:   Shawna Dorr-Jones

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes from the January 13, 2014 meeting were approved as read.

Visitor:  Vince Robinson – DSI

Robinson reported that the Small Cities Development Program (SCDP) staff has reviewed the preliminary proposals for the 2014 funding cycle.  The program received 78 preliminary proposals totaling $40 million.  Of those proposals, 36 were determined to be either not competitive or not eligible.  SCDP staff has made the decision that the Jeffers Proposal could be competitive for the 2014 funding cycle.

DSI feels very confident that this application will be approved.  The natural gas strengthened the application.   Final applications are due on February 27, 2014.

The proposed housing units to be rehabbed (Jeffers & Okabena Combined):  25
Maximum Rehab loan amount per unit:  $20,000
Proposed SCDP for Rehab per unit:  $17,000
Total SCDP Rehab Dollars proposed:  $17,000 x 25 = $425,000
Administrative Costs for proposed 25 rehab units:  $80,000

Jeffers has 14 target homes and Okabena has 11 targeted homes.  Each homeowner will need to come up with 10% of the cost upfront.  Anything over $20,000 the homeowner pays for.

Once the grant is awarded, DSI will mail applications to all applicants.

Motion Determan to approve the revised application service agreement, second Duroe, unanimous vote.

Motion Duroe, second Ryker to authorize the clerk to proceed with Procurement of Administration Services, unanimous vote.

The clerk presented some information regarding cable television.  Clara City Telephone and SW MN Broadband will be calling back with information.

Motion Determan, second Ryker, unanimous vote that the City of Jeffers will pay for alley way snow removal in the event of gas tank fill/fire protection.

Motion Ryker, second Determan, unanimous vote to pay the bills and approve the financial report.

Motion Ryker, second Determan, unanimous vote to adjourn at 8:20 p.m. having no further business.
