City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on February 10, 2014 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins; Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk, Lance Holmen, Maintenance.     

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes from the January 27, 2014 meeting were approved as read.

Visitors:  Teresa Schreurs  – DSI
                Dan Olson – SW MN Broadband

DSI was the only firm to submit a proposal for administering the 2014 Small Cities Development Grant.  Teresa was present to expound on the proposal.

Motion Determan, second Duroe, unanimous vote to approve the hiring of DSI as the administrator for the Small Cities Development Grant 2014.

Teresa produced a map of the target area to the council.   The council then reviewed a resolution for cooperative agreement.  Jeffers will be considered the lead city, which will serve as the fiscal agent for the project by requesting, receiving and processing the SCDP grant funds from DEED.

Motion Dorr-Jones, second Determan, unanimous vote to adopt Resolution 2014-01 for Cooperative Agreement

Teresa then reviewed the Small Cities Development Program Application with the council.  This application is due on February 27, 2014.

Motion Dorr-Jones, second Ryker, unanimous vote to adopt Resolution 2014-02 Local Government Application.

Teresa reported that the city should be hearing back from DEED by mid-June as to whether the application was approved.  Construction could start by October.

Dan Olson, SW MN Broadband was present to explain possibilities for cable, internet and phone for the city of Jeffers.
Mayor Prins reported that the Fire Department would like to build the addition on the fire hall.  They would like the city to pay half and the townships the other half for a total of $100,000.  
Grants and loans will be explored.
Motion Dorr-Jones, second Determan to pay the bills and approve the financial report.  Unanimous vote.
Motion Ryker, second Determan, unanimous vote to adjourn at 9:08 p.m.
