City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on February 10, 2014 at 7:00 p.m. at City Hall. Present: Mayor Pro-Tem Roberta Duroe , Council members:, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk, Lance Holmen, Maintenance. Absent: Mayor Brad Prins.
Mayor Pro-Tem Duroe called the meeting to order at 7:00 p.m. Minutes from the February 10, 2014 meeting were approved as read.
The clerk presented a request from Willis Van Norman, St. Charles, MN. Van Norman owns farm land in the City of Jeffers and his requesting a farm credit.
Van Norman also has a proposal for the City of Jeffers regarding his farm land in the city limits.
Lance reported that because of the extreme cold and lower than usual frost table, which is resulting in frozen water service lines in some places.
His recommendation to prevent lines from freezing is to leg the water run at a pencil size stream from a faucet. Letting the water run at this level will average .25 gpm (1/4 gallon per minute) which equals 10,800 gallons in 30 days.
Another indicator of an impending water service line freeze up is to check the temperature of the water after running it until it is cold. The water temperature should be around 45 degrees. If the temperature drops to 40 degrees or below, you may have an impending freeze up and the frost may be getting close to your service line. The risk of frozen service lines could continue for several weeks and/or months.
Due to the recommendation, the Jeffers City Council is requesting the above be followed by water customers at night or when gone during the day when water isn’t normally running through the lines. Customers will only be charged the average water usage through the first week of May.
The clerk will prepare a flyer to mail to water customers as soon as possible with the request.
Lance also stated that he has not heard from the insurance regarding the dollar amounts from the hail damage last summer. The clerk will contact Lucy Swenson at First Security for this information.
The clerk reported that the animal control officer will be on medical leave for 6 to 8 weeks.
Jeffers Ambulance Service will become Jeffers First Responders as of February 25, 2014 at 6 a.m.
Motion Dorr-Jones, second Ryker to pay the bills and approve the financial report. Unanimous vote.
