City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on September 8, 2014 at 7:00 p.m. at City Hall.  Present:  Mayor Brad Prins, Council members: Roberta Duroe, Sheila Ryker, Shawna Dorr-Jones, Curt Determan, Lance Holmen, Maintenance.   Absent: Sharen Goeman, Clerk.

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes from the August 25, 2014 meeting were approved as read.

The Bretzman travel trailer was removed last Wednesday, September 3, 2014.  The city will probably have to pay the bill for towing the trailer, but can assess it back to property taxes.

The house at 308 E. Woodman was burned on Saturday, September 6th.  Martins tried to move the garage, but were unable, so it was burned with the house.  The ashes need to sit for two months and the furnace and fuel oil barrel will be dug out and the remains will be hauled to the Cottonwood County landfill at a cost of $80/ton.

Lance will order an orange snow fence for around the burn site.

A full breakdown of the costs to run the fire department was discussed, along with payments from the townships.

The cost of the addition to the fire department building needs to be split 50/50 between the city and the townships.

Motion Dorr-Jones, second Duroe, unanimous vote to set the Levy for 2015 at 10% for an increase of $16,050.  

Seal coating will not be done on Clark Street this year, but the patching will.  Clark Street will be first on the list for seal coating next year.

Dorr-Jones inquired about who is responsible for paying for curb and gutter.  Owner pays 50% and city pays 50% as long as owner is willing to pay and not have it assessed to taxes.

Motion Determan, second Duroe, unanimous vote to have city pay 50% and owner pay 50% of curb and gutter if owner pays in full up front and not assessed to taxes and upon city approval.

The dip in the street by the Cottonwood County shop needs to be repaired.  SMC will look at it to see what they think would work best.

The clerk will check with Jan Johnson regarding who owns the City Café and when it will go to the County.

Rod Rindfleisch has made accommodations to move the trailer from his property.

The Fire Department doors need to be painted.  No parking and Fire Department.  William Michel will be hired for this project.

Hosheid water bill will be addressed.  Bill is over $200.  Tabled until next meeting when all water bills and payments will be discussed.

Motion Dorr-Jones, second Determan, and unanimous vote to pay all bills and approve the financial report.
