City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on February 23, 2015 at 7:00 p.m. at City Hall.
Present: Mayor Brad Prins, Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk, Lance Holmen, Maintenance.
Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the February 9, 2015 meeting were approved as read.
Mayor Prins announced that Chad Luck contacted him and would be unable to attend tonights meeting due to illness.
The Mayor spoke with Jim Kartes regarding Lucks property at 306 E. Woodman. Kartes informed Mayor Prins that demolishing Lucks house is Lucks problem and as long as it is not open to trespassing should not be a problem.
Discussion was held on Lucks and other properties in town.
The clerk was instructed to check with the County Auditor about the status of a residents property and if any part can be forgiven.
The clerk reported that the City Attorney contacted the office and stated that he heard from the League of MN Cities that the City Council gave bonuses to the city employees. It is against MN State statute for the city to grant bonuses for employees of the city. The city employees will pay back the bonuses.
Mike Czeck from DSI contacted the office regarding the City of Jeffers offering assistance to applicants of the Small Cities Grant Rehab opportunity that cant afford the 10%. This would involve a repayable loan agreement between the applicants and the city. Motion Determan, second Ryker that the Jeffers City Council has no interest and will not offer assistance to applicants that can't afford the 10% required to participate in the Small Cities Grant Rehab project. Unanimous vote.
The public hearing for the Rural Service District for the City of Jeffers will be held on April 13, 2015 at 6:30 p.m.
Discussion was held on rear lot lines and zoning matters.
The clerk will contact Dan Olson of SW MN Broadband to check for updates.
The City Clerks office will be closed on March 12 and March 23, 24 and 28th. Sheila Ryker will be at the office on March 24th from 4 p.m. to 7 p.m. Vehicles with expired tabs were discussed.
The mayor reported that Chad from Jeffers Drayline was wondering if the City would be interested in splitting the cost of a snow bucket of $7,000. This would be very helpful in getting the snow removed in a timely matter and would save the City hours of labor.
Motion Dorr-Jones, second Duroe, unanimous vote that Jeffers Drayline will purchase a snow bucket and the City of Jeffers will contribute $3,500 and have a 50/50 ownership agreement for five years.
Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.
Mayor Prins reported on the Fire Departments meeting with the townships.
Motion Ryker, second Determan, unanimous vote to adjourn at 8:55 p.m. with no further business.
