City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on April 13, 2015 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker. Sharen Goeman, Clerk, Lance Holmen, Maintenance.

Visitors: Terry Pudenz, Sandy Wood, John Garretson, Rachael Pudenz, Leona Carlbloom, Judy Graft. Nate Knakmuhs - Knakmuhs Agency

Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the March 23, 2015 meeting were approved as read.

Ordinance #70 A rural service district has been created for the city of Jeffers. A minimum of 5 acres is required to be included. Parcels that qualify are Roger Quade and Willis Van Norman. The tax percentage is set at 20%.

Ordinance adopted by: Dorr-Jones, second Determan, unanimous vote.

Terry Pudenz was present to report on his fence that was installed next to his property line. The person that objected to the fence has no recourse since she is not the owner.

Motion Determan, second, Ryker, unanimous vote to approve the fence permit. No fine for fences installed before permit approved.

Judy Graft and John Garretson were present to discuss a permit to bring in a semi-trailer to place on property at 211 W. Clark to use as a storage facility for classic cars.

The council requested pictures of the trailer before a decision will be made.

Nate Knakmuhs of the Knakmuhs Agency was present to introduce himself as the agent in charge of the League of Minnesota Cities liability coverage for the City of Jeffers.

Knakmuhs went through the coverages that the city has.

Motion Ryker, second Determan, unanimous vote to add volunteer accident coverage to the citys insurance policy.

Motion Dorr-Jones, second Duroe to approve merit-based pay for Public Works of $200 and Clerk/Treasurer of $125.

Local contractors will be contacted to get estimates for the interior work to be done on city hall.

The Road Guy will sweep the streets in the next couple of weeks. SMC will do seal coating at the end of June or early July. SW Dust Control will be here to treat Peavey Street.

Lance presented a request for new bleachers at the ball field. $1,075 for three row 15 ft. Motion Dorr-Jones, second Ryker, unanimous vote to buy 2 sets of bleachers.

The Culvert near Peavey and Courthouse is smashed. Jeffers Drayline will dig it up so water can flow.

Spring Cleanup will be May 15th. Residents will need to pay $20 by May 14th to be put on the list.

The Board of Review is set for May 6th at 5 p.m.

Another Public Hearing will need to be held with DSI. The clerk will contact them with some preferred dates.

Motion Dorr-Jones, second Determan, unanimous vote to pay all bills and approve the financial report.

Motion Ryker, second Determan, unanimous vote to adjourn at 8:47 p.m. having no further business.
