City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on June 8, 2015 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Curt Determan, Shawna Dorr- Jones, Sheila Ryker, Lance Holmen, Maintenance, Absent: Sharen Goeman, Clerk. Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the May 11, 2015 meeting were approved as read.
Visitors: Sharon Evers, Sandy Olson, Rosemary Wendland, Kip Rasmussen, John Hansen, Bruce Olson, Superintendent.
Superintendent Olson and school board members Rasmussen and Hansen were present to ask if the City of Jeffers would be interested in purchasing the elementary school building in one to five years, if the school were to close. Nothing definite was decided.
Evers, Wendland and Olson were present concerning junk cars and garbage in town. Many of these issues go against the ordinances. They would like everyone to be sent a letter stating there are ordinances and what they need to do to be in accordance and what will happen if they don’t comply.
The clerk should contact the city attorney to get the correct wording for the letter. The letter should cover garbage, junk cars, tires and yards.
Garbage has been being burned in town. The sheriff should be called if this happens.
The building and garage by the school with the doors wide open with garbage in the garage. The door needs to be boarded up. If this is not cleaned up by a certain date the city will have Jim Karditz come and condemn the building and clean it up. The charges and assessments will be charged to the owner. The lawyer should be contacted for the correct wording.
The ordinances need to be updated. The last time they were updated was 1994.
Building permits for Nick Willardson building a garage, motion Dorr-Jones, second Determan, unanimous vote pending Slim’s approval. Emily Huls building a deck, motion Dorr-Jones, second Determan, unanimous vote.
The lone City Maintenance Bid by Jeffers Dray Line was reviewed. Motion Dorr-Jones, second Duroe, unanimous vote to approve the bid for city maintenance.
Lance reported on a couple of fire hydrants that need maintenance. Water tower inspection is June 22nd by Scandia Consulting. Lance will put Tobacco Free signs up in City Park.
A couple of streets will be receiving gravel and the compost site will be cleaned and brought to Elton Goeman’s and buried.
LGA payment and Heather Corcoran’s email was discussed.
Motion Determan, second Determan to pay an extra $28/yr. premium for medical coverage on the accident plan for city volunteers. Unanimous vote.
Jeffers Drayline will be removing the structure and concrete slabs for New Ulm Telcom. Lance will look into new shut off valves and try to install a couple a year.
City Hall’s roof has been repaired and the walk door finished and the overhead door finished but still waiting for the door.
Motion Determan, second Duroe, unanimous vote to pay bill and added costs from Matt Langland for repairs to City Hall. Dorr-Jones abstains.
The fire hall lot needs to be surveyed. Greg Zieske will be contacted.
The Cottonwood County Historical Society would like a print of the Jeffers elevator.
The clerk should call Southwest Broadband and see where they are with towers and get an update.
Mark Hoffman bought Burmeisters house. He is planning on talking to Bob Barker about Larry’s house. Hoffman would like to put up a building (house).
Mayor Prins will check on what an ordinance officer entails. The sheriff should be contacted and then the city attorney.
Motion Dorr-Jones, second Determan, unanimous vote to pay all bills and approve the financial report.
Motion Ryker, second Determan, unanimous vote to adjourn at 9:17 p.m. having no further business.
