City of Jeffers - City Council Meeting

The regular meeting of the Jeffers City Council was called to order at 7:00 pm on September 28, 2015 at Jeffers City Hall.
Present:
Mayor Brad Prins
Council Members: Roberta Duroe, Curt Determan, Shawna Dorr-Jones, Sheila Ryker, Lance Holmen, Maintenance & Mindy Carter
The minutes of the previous meeting were unanimously approved as distributed.
Residents are responding to the ordinance letters. Hoscheid, Dunkelberger, Eastwood and Morgan are still noncompliant.
Mayor Prins was advised by Kristy at Schramel Law Office to follow Civil Procedure as Rand is refusing letters. Winona County Sherriff will serve Rand. Cost: $80.
Jeffers Dray Line bored water lines for water fountain by the concession stand at Ball Park. Lance will install hardware next year.
Lance talked to Carl Conrad with City of Westbrook regarding street crack filling. This should be able to be completed in one day and will happen this year. Westbrook charges by the hour.
The fire hydrant by Trinity Lutheran Church will be replaced. Lance was advised by DSG salesman to do so as current hydrant is not worth fixing.
Lance researched picnic tables for purchase. Size, weight capacity and cost of tables was discussed. More research is needed. Topic will be revisited along with a member of the Jeffers Fire Department and Jeffers Outlaw Committee to share cost.
Lance received several complaints of strong gas odor around the city. Mike at Natural Gas said they added more smelling agent in the lines and there is no threat.
Lance talked to Bruce Heger Construction and Matt Langland Construction for interior work. He is getting estimates.
Sandy Olson was not present to discuss getting a cell phone for animal control trouble calls.
Curt Goeman wants to put up a garage at the previous location of the City cafe. He will only use half of the property and offered the other half for the city to use. Forgiving back taxes on property if he goes through with garage was discussed.
Keith Scheidt discussed his plans with Mayor Prins to build a shed on his recently purchased property. He requested to have the city remove the house if he did so.
Sharen will contact DSI to verify if the grant is open the entire town. She will verify the target area and deadline for application. Updated information will be sent to residents.
Sharen will verify the date due and dollar amount for bond payments.
Mindys hours will be posted on the front door. Wednesday 3pm-6pm
Personnel wage for Mindy Carter was discussed. Mindy has trained with Banyon and is currently working with DSG for remote meter training. $16.50/hour wage set for Mindy. Will review wage in 6 months. Motion Dorr-Jones, 2nd Duroe. Unanimous vote approved.
Upon review of the payroll summary, it was decided more detail needs to be added. Hours worked, hourly wage, and tax detail will be added. Motion Dorr-Jones, 2nd Duroe. Unanimous vote approved.
Copier contract is due. $400.00/year includes service and toner. Paper and staples not included in contract. Motion Dorr-Jones, 2nd Determan. Unanimous vote approved.
Pudenz Construction submitted bill for insurance: previously approved. Motion Dorr-Jones, 2nd Determan. Unanimous vote to pay bills. Motion Ryker, 2nd Determan. Meeting adjourned at 8:15pm
