City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on April 11, 2016 at 7:00 p.m. at City Hall.

Present: Mayor Brad Prins, Council members: Roberta Duroe, Curt Determan, Sharen Goeman, Clerk, Lance Holmen, Maintenance. Absent: Shawna Dorr-Jones.

Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the March 28, 2016 meeting were approved as read.

Water rates were discussed. Motion Ryker, second Duroe, unanimous vote to increase the base rate for water to $18.00, which includes the first 2,000 gallons. Additional gallons will be billed as follows: 2,001 to 60,000 gallons $2.50/1,000; 60,001 + $2.80/1,000.

Cottonwood County is checking into their water usage.

Home occupation permits were discussed. The City of Windom doesn’t charge for daycare due to the fact that they are licensed by the state. The council agreed not to charge a fee for Daycare, but will still require a home occupation permit to be submitted.

Peggy Hubley will start assisting the clerk and fill in when necessary. Hubley’s rate of pay will be $16.50/hr. Motion Duroe, second Ryker, unanimous vote.

Lance discussed heat patches and reported on two estimates.

Motion Ryker, second Determan to offer Red Rock Central $7,500 for all the plastic playground equipment, unanimous vote.

Mayor Prins spoke with Steve Haugen, the financial advisor for the Fire Relief Association, and he doesn’t recommend an actuary. The cost would be $4,000 to $5,000.

The clerk will speak with Greg Burkhardt about this. DSI houses were discussed.

Motion Ryker, second Determan to pay all bills and approve the financial report, unanimous vote.

Motion Ryker, second Determan, unanimous vote to adjourn at 8:58 p.m. having no further business.
