he Jeffers City Council met in REGULAR session on May 9, 2016 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Sheila Ryker, Curt Determan, Shawna Dorr-Jones. Sharen Goeman, Clerk, Lance Holmen, Maintenance.
Mayor Prins called the meeting to order at 8:00 p.m. due to the elementary concert. Signs were posted in addition to an announcement on the radio for the time change. Minutes from the April 25, 2016 meeting were approved as read.
Visitor: Jed Rhubee reported that he reviewed the report compiled by the clerk regarding the County shops water usage and it seemed to be in order.
Motion Dorr-Jones, second Duroe, unanimous vote to pay Cottonwood County for the overpayment of water usage in one lump sum.
Rhubee also reported that the county will be able to seal coat the whole city for no more than $40,000.
Discussion was held on the county constructing a new building in Jeffers. The council was in agreement that they would put at least $5,000 toward getting sewer line to a new facility and possibly waive hookup costs. The clerk will check into how much was spent to help the wind tower building.
The Fire Relief Association was discussed.
Building permits for the following residents were discussed: Mainstreet Cafe?, Roger Polzin, Cheryl Westerman, Brady Sutherland, Bruce Heger, Joe Rivera.
Motion Dorr-Jones, second Duroe, unanimous vote to approve after Slim has reviewed the permits. Three of the permits will have triple fines due to being completed before permit was obtained.
Lance reported that he is in the process of getting an estimate from a company to move the playground equipment from the school to the city park.
Lance will be spraying grass on the streets and weeds on the ballfields.
Determan reported that Storden is looking into a part-time police officer and wondering if we would be interested in sharing.
Lance will speak with SC Electric regarding a new light pole and the east end of Duroe Street. He will also check into LED lights for the street lights.
Motion Determan, second Ryker, unanimous vote to check on the light pole from the north side of Koobs house on North Courthouse and move this to Cheryl Westerman’s corner.
The DSI Small Cities Development Grant was discussed. A group from DSI will be at City Hall on Tuesday, May 10th to meet with residents that are interested.
A resident’s sump pump was discussed. Mayor Prins will check with the County regarding the county tile.
Motion Dorr-Jones, second Determan to pay all bills and approve the financial report, unanimous vote.
Motion Ryker, second Determan, unanimous vote to adjourn at 9:25 p.m. having no further business.
