City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on July 26, 2010 at 7:00 PM at City Hall. Present: Mayor Brad Prins;

Council members: Curt Johnson, Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk
Visitors: Craig Mueller, Wenck; Leonard Heinemann, DSG

Mayor Prins called the meeting to order at 7:00 p.m. Minutes of the July 12, 2010 meeting were approved as read.

Leonard Heinemann from Dakota Supply Group presented information on Metering and Meter Reading Solutions. Heinemann gave two options to the council.

-Orion System – Involves using a hand held device and driving past the homes to get the meter read remotely. This device would then transfer the information to the billing computer.
-Galaxy System – This system would have a collector on the water tower and sends readings right to the billing computer.

Both of these systems work with the Badger meter. The city owns several badger meters and would need an upgrade kit to make the present meters compliant.

Craig Mueller, Wenck Associates Inc. presented the results from the July 21, 2010 bid opening for the Street and Utility Project.

There were seven total bids. The three low bidders were as follows:
1. Quam - $563,152.55 2. Kuechle - $567,599.75 3. Schmidt - $671,648.55

Resolution #2010-11     A Resolution Awarding the Contract for the Project Entitled “2010 Street and Utility Improvement Project” introduced by Johnson, second Determan, unanimous vote to accept the lowest bid and award the contract to Quam.

Mueller stated that the City will be withholding 5% of Maguire Iron’s payment until after final inspection. The council stated that they were unhappy with the overspray. Craig will speak with Maguire regarding this.

Mueller stated since the bids came in $200,000 under the estimates, that the council could decide to add more streets to the project if needed. Lance suggested that something be done at the corner of Courthouse and Duroe where the buses turn and leave the school.

Muller reported that the rip-rap around the pond was unsalvageable so there would be an additional cost of $14,000 at $28/cu yard.

Discharge Pipe Modifications and Replacements would be an additional cost. An estimate from Electric Pump for the needed supplies would be $13,400.

Motion Dorr-Jones, second, Duroe, unanimous vote to accept the estimate of $13,400 from Electric Pump.

Lance discussed the entrance to the ponds. He plans to eliminate one approach so water can flow better and not puddle in the east part of the ditch.

Resolution #2010-12      A Resolution to Disband the Jeffers Police Department was introduced by Johnson, second Dorr-Jones, unanimous vote.

The clerk introduced a list of election judges for approval. There were as follows:
Loy Storey, Viola Weber, Mary Ann Meyer, Joan Giese, Gerry Carter, Nydeen Koob.

Motion Duroe, second Dorr-Jones, unanimous vote to approve the listed election judges.

A building permit for a resident to build a deck on the house was reviewed. Motion Dorr-Jones, second Determan, unanimous vote pending approval from the Zoning Commission.

Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.

Motion Johnson, second Determan, unanimous vote to adjourn the meeting having no further business at 9:50 p.m.
