City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on October 23, 2017.  Present Mayor Brad Prins  Council members:  Jed Rhubee, Curt Determan, Shawna Dorr-Jones, Sheila Ryker Clerk/Treasurer Sharen Goeman, Assistant Clerk Peggy Hubley and Lance Holmen, Maintenance

Mayor Prins called the meeting to order at 7:00 p.m.  The minutes from October 9, 2017 were approved as read.  

Visitor:  Dominic Jones, RRRW  

The clerk recapped notes from the Public Hearing last week.  

Jones stated that the residents south of town are considered part of the city water and will be grandfathered in.    

The first step once the city agrees to move forward would be to draft an agreement that both parties approve. Ron Schramel is RRRWs attorney and also the City of Jeffers attorney.  

Motion Determan, second Rhubee to approve going forward with RRRW contingent on a successful agreement. 3 votes aye and 2 votes nay. Motion carried.  

The clerk will check with the city auditors and Jeff Dale, MN Rural Water regarding financing options.  

Hubley presented a list of residents that have not abated nuisance vehicles or furniture after receiving a certified letter and 30 days to resolve the problem. The clerk will now proceed with the process of removal by contacting Windom Towing and Hometown Sanitation.    

The clerk will contact the city attorney regarding the animal control ordinance.  

Building permits were presented for a fence and a building, motion Dorr-Jones, second Ryker, pending the fence permit owner cuts down the tree as the fence cannot go into the alley. Unanimous vote.

Motion Dorr-Jones, second Determan, unanimous vote to approve the First Responder pay.  

Motion Dorr-Jones, second Determan to pay all bills and approve the financial report, unanimous vote.  

Motion Ryker, second Determan, unanimous vote to adjourn at 9:05 p.m. having no further business.
