City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on August 9, 2010 at 7:00 PM at City Hall.  Present:  Mayor Brad Prins; Council members:  Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk; Absent:  Curt Johnson

Visitors:  Todd Hagen, John Hubley, Dan Benz, Steve Haugen

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes of the July 26, 2010 meeting were approved as read.

Steve Haugen spoke regarding the Jeffers Relief Association.  The city’s required contribution for 2011 is $3,529.  

Motion Determan, second Dorr-Jones, unanimous vote to pay $3,529 to the Jeffers’ Relief Association.

Motion Dorr-Jones, second Duroe, unanimous vote to pay $1,224 to the Jeffers’ Relief Association for 2010.

Todd Hagen presented the Pre-Sale Report for $635,000 General Obligation Improvement Bonds, Series 2010B.  The plan will be to rollover the temporary bond into a new bond for $1,100,000.

Motion Dorr-Jones, second Determan, unanimous vote to combine both improvement bonds into one.

Todd Hagen will return on September 13th meeting with the bids.  The closing for the bonds will be in October.

John Hubley was present to discuss the Economic Development Authority.  There hasn’t been any activity since 2005.  There is $3,497.07 in the account.  John suggested the money be used toward the improvements in the city.  

The Street and Utility project will start the first week of September.  Wenck is recommending to Quam that the work start on Whited Street.

The Ponds Improvement will be complete once Electric Pump installs the flow meter on August 23, 2010.  
Motion Duroe, second Determan, unanimous vote to send partial payment to Svoboda Excavating Inc. of $303,800.50.  A retainage of $15,989.50 will kept until after inspection.

Motion Dorr-Jones, second Determan, unanimous vote to split the election expenses with Amboy and Germantown townships, 25/25/50.

The Clerk presented a proposal from Banyon Data Systems, Inc. for a Utility Billing Software package.  Motion Duroe, second Dorr-Jones, unanimous vote to accept the proposal for $4,414.95.

Discussion was held on the water meters and tabled.  The Clerk will call Storden’s Clerk, and other cities with the systems.

Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.

Mayor Prins discussed the annual pay of the ambulance members.

Motion Determan, second Duroe, unanimous vote to adjourn the meeting at 9:57 p.m. having no further business.
