The Jeffers City Council met in REGULAR session on September 13, 2010 at 7:00 PM at City Hall.  Present:  Mayor Brad Prins; Council members:  Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Sharen Goeman, Clerk; Absent:  Curt Johnson

Visitors:  Todd Hagen, Ehlers  Dennis Nelson, Wenck

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes of the August 23, 2010 meeting were approved as read.

Todd Hagen was present to review the bond sale.  General Obligation Improvement Bonds, Series 2010B with the purpose of financing various public improvements within the City and to provide for a current refunding of the City’s $455,000 General Obligation Temporary Improvement Bonds, Series 2010A, dated June 3, 2010.  The closing date is set for October 5, 2010.

The City of Jeffers received a Standard & Poor’s “AAA” credit enhanced rating.  The low bidder was Northland Securities, Inc., Minneapolis, Minnesota.  The true interest cost is 3.7725%.

Resolution #2010-15 Providing For The Issuance, Sale and Delivery of $1,100,000 General Obligation Improvement Bonds, Series 2010B; Establishing the Terms and Conditions therefor; Creating a Construction Account and a Debt Service Account Therefore; and Awarding the Sale Thereof

Motion introduced Determan, second Dorr-Jones, unanimous vote.

Dennis Nelson was present to review with the council the timeline for the assessment hearing.

The Roll property was discussed.  The clerk will check with Jim Cartis as to what the options are to handle this property.

The clerk gave a report on information received from the cities of Luverne and Ellsworth as to their opinions of the Galaxy metering system.  Both cities had favorable responses both of the system and Leonard from DSG.  A separate computer will be necessary to host the Galaxy system.

The clerk reviewed an estimate from New Star Sales, Inc. for a copier/printer/fax machine.  By purchasing it through the US Communities program, the Savin 917spf can be purchased at a cost of $1,435.  This unit normally retails at $2,730.

Motion Dorr-Jones, second Duroe, unanimous vote to purchase the Galaxy metering system, Savin Copier and computer for the clerk’s office.  The clerk will contact Leonard from DSG to start the application to the FCC.

The 2011 Levy was discussed and a proposed levy was set at $105,000.  This includes a $20,000 Bond – debt service amount.

Motion Duroe, second Determan, unanimous vote.

A building permit for Roger Jeppesen to install a storage shed was reviewed. 

Motion Determan, second Duroe, unanimous vote to approve the permit pending approval from the zoning commission.

EMT training reimbursement was discussed.  The clerk reported that cities receive a reimbursement from the state for new members to complete the EMT Basic training course of $600.  The reimbursement rate for members to take the refresher course is $275.

Motion Dorr-Jones, second Determan unanimous vote for the City of Jeffers to reimburse Jeffers Ambulance members who successfully take the EMT Basic class and remain as members of the Jeffers Ambulance for two years the current state reimbursement rate of $600.  The members that refresh will receive $275.

Lance received an estimate from Anderson Electric to rewire the street lights on Whited Street for $16,400.  The council suggested Lance request more bids.

The low bid for fencing the ponds of $3,999.00 was received from Carter Construction.  Motion Dorr-Jones, second Duroe, unanimous vote to accept the bid.

Motion Dorr-Jones, second Determan to pay all bills and approve the financial report.  Unanimous vote.

Motion Duroe second Determan unanimous vote to adjourn the meeting at 10:18 p.m. having no further business.
