The Jeffers City Council met in REGULAR session on September 27, 2010 at 7:00 PM at City Hall. Present: Mayor Brad Prins; Council members: Curt Johnson, Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk.

Mayor Prins called the meeting to order at 7:00 p.m. Minutes of the September 13, 2010 meeting were approved as read.
Mueller was present to report on the progress of the street project. Sanitary Sewer and water lines are complete from County Road 52 to Deaver. There is an issue on the corner of Moffett and Whited.
RESOLUTION #2010-16 DECLARING THE COSTS TO BE ASSESSED, ORDERING THE CITY CLERK TO PREPARE AN ASSESSMENT ROLL AND CALLING FOR A PUBLIC HEARING FOR THE “2010 STREET IMPROVEMENT PROJECT”.
Motion Dorr-Jones, second Duroe, unanimous vote.
The County has decided that the sidewalks will be attached to the curb and gutter rather than have a large boulevard space on Whited Street.
Mueller proposed the Safe Routes to Schools project to the council. This involves using federal funds to install sidewalks. Cost of sidewalk per block is approximately $9,000. Mueller pointed out that the city could do 15 blocks with the full grant. Grants are between $20,000 and $175,000. This would have to be a joint effort between the city and the school district involving educating kids on the safe routes. The funds wouldn’t be available again until 2011. The council tabled this issue while Mueller checks on ordinance issues.
Bids for street light rewiring were as follows:
Anderson Electric - $16,500 L & S - $21,200
Ron’s Electric - $14,895
Residents will be contacted regarding how wide they want their driveways.
Hazel Bradley was present to invite the council and their families to a potluck at the Senior Citizen Center on October 11, 2010 at 6 p.m.
Water and Sewer rates were discussed. Motion Dorr-Jones, second Determan, unanimous vote to raise the base water rate to $13.00 per month and the base sewer rate to $34.50 per month. Garbage rate will remain the same at $4.55 per month. Monthly billing will begin in November. The base rate for all the charges combined will be $52.05 per month. Residents are reminded that everyone must pay the garbage drive-by fee in addition to purchasing bags/tags or renting carts.
The clerk reported that the CD with Edward Jones came due. After hearing what the interest rates were the council decided to cash it out.
Motion Duroe, second Determan to put the $34,293.66 certificate of deposit into the State Bank of Jeffers checking account at a rate of .75%.
Pheasants Forever submitted a gambling permit. Motion Johnson, second Dorr-Jones to approve the gambling permit immediately.
A resident inquired about his property and the home improvement note through the city. Motion Duroe, second Determan, unanimous vote, to let family members assume the home improvement notes.
After reviewing the water shutoff list, the council decided to add a collection fee of $15 to all accounts that require Lance to collect the money. Motion Dorr-Jones, second Johnson, unanimous vote.
The clerk presented a service contract for the new printer/copier from New Star Sales. The contract covers everything except paper for up to 10,000 copies for $275 per year. Motion Duroe, second Dorr-Jones, unanimous vote to approve the contract.
Motion Duroe, second Determan, unanimous vote to approve the financial report and pay all bills.
Motion Johnson, second Dorr-Jones, unanimous vote to adjourn the meeting at 9:40 p.m. having no further business.
