The Jeffers City Council met in REGULAR session on October 25, 2010 at 7:00 PM at City Hall.  Present:  Mayor Brad Prins; Council members:  Curt Johnson, Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk.

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes of the October 11, 2010 meeting were approved as read.

 

Mike Johnson reported that Hometown will be introducing orange and yellow bags to use in Jeffers.  The new options will be 20 gallon tags - $14.00; 30 gallon tags - $17.00 or 20 gallon bags - $17.00; 30 gallon bags - $21.00.

 

The bags will be available around Thanksgiving.

 

Stuart Therkelsen and many local residents were present to inquire about the recent sewer rate increase.  The council explained about the state required repairs to the sewer ponds and the new sewer lines needed in the streets.  The extra increase is needed to pay for the expenses of these upgrades.

 

Dennis Nelson, Project Engineer from Wenck reported that all of the residents that will have assessments on their property were notified by mail and a public hearing notice was published in the Cottonwood County Citizen to notify other residents.

 

After a question and answer session, a motion by Dorr-Jones, second Duroe, unanimous vote to amend the previously set sewer rate from $34.00 per month to $17.25 per month.

 

Dennis Nelson presented two drafts of assessment figures to the council.  Draft #1 reflecting a $1,000 charge each for water and sewer.  Draft #2 reflecting a $1,600 charge for sewer and a $1,800 charge for water.

 

Motion Dorr-Jones, second Determan to accept Draft #1.  Motion carried 3 to 2.  With Prins and Johnson opposed.

 

The council agreed not to have the street sweeper come this fall.  They will wait until next year when the streets are paved.

 

The clerk was instructed to send a letter to a resident regarding a horse trailer in front of their house.

 

The council discussed what part of the boulevard the city owns.  The clerk will call Slim Sinnamon, Zoning Commissioner and have him investigate this.

 

The clerk asked the council about rural customers and how much their rates should increase.  The council agreed it should be the same increase as city residents, which is $7.00.  The new rates will now be $10 and $10.50 per month.

 

Motion Dorr-Jones, second Duroe, unanimous vote to pay all the bills and approve the financial report.

 

Motion Johnson, second Determan, unanimous vote to adjourn the meeting at 9:55 p.m. having no further business.
