City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on January 11, 2021 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Sheila Ryker, Curt Determan, Jacob Barlow, Shawna Dorr-Jones. Sharen Goeman, Clerk, Lance Holmen, Maintenance.
Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the December 14, 2020 meeting were approved as read.
Oath of Office - Newly elected Mayor Brad Prins, Council Members Jacob Barlow and Curt Determan recited the oath and signed the Oath of Office.
City Offices were reviewed by the council. Motion Dorr-Jones second Determan unanimous vote to keep the city offices the same.
RESOLUTION #2021-01
The City of Jeffers DOES NOT WAIVE Monetary Limits on municipal tort liability established by the Minnesota Statutes, Section 466.04 to the extent of the limits of the liability coverage obtained from the LMCIT.

Resolution Adopting Lien for Unpaid Charges

RESOLUTION #2021-03
Resolution setting fees and charges for 2021
Changes to fees were as follows:
Water usage fee changed to $3.25/thousand gallons. Picnic table rental: $8.00/table

RESOLUTION #2021-04
The City of Jeffers City Council will pursue grant funds through the MnDOT State Aid Local Road Improvement Program (LRIP) for said purpose with sponsorship of Cottonwood County understanding that all costs and the local match share of the grant would be the responsibility of the City of Jeffers.

Cigarette, liquor and pool table licenses motion Ryker, second Barlow, unanimous vote for Rykers City Meats and Jeffers Main Street Liquor, LLC.
COLA was set at 2.75% for city staff. Motion Determan, second Dorr-Jones, unanimous vote
City council set council pay at $1,500 and Mayor at $2,000.
Motion Dorr-Jones, second Barlow, unanimous vote.
The clerk presented a proposal from Banyon Software for the direct deposit module for payroll of $1,190.00.
Motion Determan, second Ryker, unanimous vote to approve the purchase of the module.
Mayor Prins reported to the council that he and Lance have been looking for a different pickup for City Maintenance. The council agreed that the Mayor and Lance could purchase a different pickup when they find one that is appropriate.
Motion Barlow, second Dorr-Jones, unanimous vote.
The council discussed First Responder trainee pay. It was agreed that trainees will be paid for all calls responded to after they have passed the First Responder Course at a rate of $15/run, with a bonus of $500.
Motion Dorr-Jones, second Determan to pay all bills, unanimous vote.
Motion Ryker, second Determan, unanimous vote to adjourn at 8:35 p.m. with no further business.
