City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on May 23, 2023, at 7 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Curt Determan, Sheila Ryker, Shawna Dorr-Jones, Mike Schoper, Sharen Goeman, Clerk, Lance Holmen, Maintenance.

Mayor Prins called the meeting to order at 7 p.m. Minutes from the May 8, 2023, meeting was approved as read.

Visitors: John Garritsen, Sandra Olson, Animal Control, Sandra Wood.

Animal Control officer Olson was present to report that an anonymous city resident observed John Garritsens dog Bear outside without a muzzle.

Garritsens dog has been deemed dangerous and is required to be muzzled anytime it is outside.
The day that Olson visited Garritsens home to speak with him about this issue, Olson also observed the dog outside without a muzzle.

Olson presented documentation regarding the Minnesota State Statute for dangerous dogs. Olson reported that Garritsen is not compliant to the requirements as follows:
 
 Dog must be muzzled when outside.
 Dangerous dog permit fee must be paid annually.
 Signs noting a dangerous dog is on the property.
 
The council assessed two fines to Garritsen in the amount of $100 to be paid along with the delinquent $150 dangerous dog permit by June 6, 2023, or the dog will be seized.

Mike Schoper was present to fill the vacancy on the council left by Jacob Barlow. Motion Dorr-Jones, second Ryker, unanimous vote to appoint Schoper to the remaining term, which expires 12/31/2024.
 
Lance reported that the tennis court needs to be self-leveled and more crack filling done before pads can be added to make a pickleball court.

A letter will be sent to a resident for garbage in their yard and mowing.

The clerk will check with the city attorney regarding an ongoing issue of ordinance non-compliance.

Motion Dorr-Jones, second Ryker, unanimous vote to pay all bills.

Motion Ryker, second Schoper, unanimous vote to adjourn at 8:26 p.m. having no further business.
