City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on December 11, 2023, at 7 p.m. at City Hall.

Present: Mayor Brad Prins, Council members: Shawna Dorr-Jones, Sheila Ryker, Curt Determan, Mike Schoper Sharen Goeman, Clerk. Lance Holmen, Maintenance.

Mayor Prins called the meeting to order at 7 p.m. Minutes from the November 27, 2023, meeting was approved as read.

Visitor: Clint Powell, Pinpoint Corporation

Powell was present to update the council on what it takes to fund and build a new fire station for the City of Jeffers.

The project is estimated to cost between 2 and 2.5 million. It is hopeful that they will bring in 1 to 2 million worth of grant money and a low interest loan.

The project will be competitively bid, and the estimated time frame is to break ground in the Spring 2025.

Motion Ryker, second Dorr-Jones for Pinpoint Corporation and Angela Boersma, Architect to move forward with the project.

A building permit for a garage was reviewed and approved. Motion Determan, second Schoper, unanimous vote.

RESOLUTION #2023-11 AUTHORIZING TRANSFERRING OF FUNDS

Adopted Determan, second Ryker to transfer $50,000 from the general fund to the fire department fund.

RESOLUTION #2023-12 ADOPTING LIEN FOR UNPAID CHARGES

Adopted Ryker, second Dorr-Jones, unanimous vote.
   
RESOLUTION #2023-13 APPROVING THE 2024 TAX LEVY, COLLECTIBLE IN 2024

Adopting Dorr-Jones, second Schoper a Levy of $206,467.00. Unanimous vote.

Motion Dorr-Jones, second Ryker, unanimous vote to pay the bill to the Cottonwood County Auditor for removal of the sidewalk at 102 W. Clark Street with monies from the Economic Development fund.

RESOLUTION #2023-14 APPOVING THE FINAL BUDGET FOR 2024

Adopting Ryker, second Schoper, unanimous vote.

Motion Dorr-Jones, second Determan to approve the council pay and zoning administrators pay, unanimous vote.

Motion Dorr-Jones, second Determan, unanimous vote to give city staff a 4% cost of living raise effective January 1, 2024.

Motion Schoper, second Ryker, unanimous vote to cancel the council meeting on December 25, 2023, due to the Christmas holiday.

Motion Dorr-Jones, second Schoper, unanimous vote to pay all bills now and through the end of 2023.

Motion Ryker, second Determan, unanimous vote to adjourn at 8:45 p.m. with no further business.
