City Council Meeting Minutes
Regular Session July 28, 2025 7:00 p.m. City Hall
Council Present: Mayor Brad Prins; Council Members Michael Schoper, Curt Determan; Clerk Sharen Goeman; Maintenance Supervisor Lance Holmen
Council Absent: Sheila Ryker, Shawna Dorr-Jones
Mayor Prins called the meeting to order at 7:00 p.m.
Minutes:
Minutes from July 14, 2025, meeting were approved as read, with one correction: the motion to approve the financial report and pay the bills was seconded by Schoper, not Determan.
Old Fire Truck Sale Process:
The clerk reported on the procedures for selling the old fire truck based on information from the League of Minnesota Cities. If the estimated value is under $25,000, the council may sell it via bids, quotes, or on the open market. If quotes are obtained, at least two should be collected if possible and kept on file for one year. If sealed bids are used, the city must follow all standard bidding procedures without alteration once started.
Animal Control:
A resident complaint was received regarding a neighbors unleashed dog on their property. A warning letter was sent to the offending resident, stating that a fine will be issued for any
future violations.
Public Works:
Lance Holmen presented two estimates for trees to be planted on city property: one from Blue Stem Nursery in Comfrey and one from Redwood Falls Nursery. Following review, a motion by Schoper, seconded by Determan, was made to proceed with Blue Stem Nursery. Motion
carried unanimously.
Lance also reported that he has contacted the playground equipment manufacturer regarding the damaged slide component and is awaiting confirmation on the parts availability.
Financials:
A motion by Schoper, seconded by Determan, was made to approve the financial report and
pay all bills. Motion passed unanimously.
Adjournment:
With no further business, a motion by Schoper, seconded by Determan, was made to adjourn the meeting at 7:35 p.m. Motion carried unanimously.
