City of Jeffers - City Council Meeting

The Jeffers City Council met in regular session on October 13, 2025, at 7:00 p.m. at City Hall.
Present: Mayor Brad Prins; Council Members Sheila Ryker, Shawna Dorr-Jones, Michael Schoper, Curt Determan, Maintenance, Lance Holmen; Clerk, Sharen Goeman.
Absent: None.

Regular Business

After reviewing a report from the Cottonwood County Auditors Office, the council discussed a residents property. Follow-up will continue at the next meeting.

The council reviewed an agreement with Cottonwood County Public Works for routine winter maintenance on portions of CSAH 32. Motion Dorr-Jones, second Schoper, unanimous vote to approve.

The First Responder pay report and the list of Fire Fighters who responded to first responder calls were
reviewed. Motion Ryker, second Dorr-Jones, unanimous vote to approve pay for 20242025, period ending September 30, 2025.

The clerk presented a report from the League of Minnesota Cities confirming that the City of Jeffers continues to meet the underwriting criteria necessary to qualify for No-Fault Sewer Backup coverage.

The clerk presented key changes from the Office of the State Auditor for cities under 2,500 in population.

Liquor and cigarette licenses were presented for renewal. Motion Determan, second Schoper, unanimous vote to approve renewals.

Resolutions and Financial Matters

Resolution #2025-03  Resolution Authorizing Transferring of Funds was reviewed.

Motion Determan, second Dorr-Jones, unanimous vote to transfer $50,000 from the General Fund to the Fire Fund.

City Events and Reports

Halloween trick-or-treat hours were set for Friday, October 31st, from 4:00 p.m. to 7:00 p.m. City-wide curfew will be from 11:00 p.m. to 5:00 a.m. Motion Dorr-Jones, second Ryker, unanimous vote.

Maintenance Report:

- Lance reported the cost to replace damaged playground equipment at the city park is $5,171. An insurance claim has been filed with the League of MN Cities, with a $250 deductible.

- Due to several water main breaks and poor street conditions, a quote from Fuller Paving was obtained for patch work

65 tons at $320/ton, totaling $20,000.

Motion Schoper, second Ryker, unanimous vote to proceed with Fuller Paving.

- Lance presented a proof of a new sign for the City Compost Site from CE Signs & Designs at a cost of $470.

- Council agreed with Lances proposal to install recycled rubber watering rings around the newly planted trees.

Other Business

- Reports indicate many dogs running loose in town. The clerk will send letters to owners reminding them that the limit is two dogs per household and dogs must be on a leash.

- Letters will also be sent to property owners with appliances stored outside that are creating a public nuisance.

Motion Dorr-Jones, second Determan, unanimous vote to pay all bills and approve the financial report.

Motion Ryker, second Determan, unanimous vote to adjourn at 8:08 p.m., there being no further business.
