The Jeffers City Council met in REGULAR session on March 14, 2011 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Shawna Dorr-Jones, Curt Determan, Sheila Ryker; Lance Holmen, Maintenance; Sharen Goeman, Clerk.

Mayor Brad Prins called the meeting to order at 7:00 p.m. Minutes of the February 28, 2011 meeting were approved as read.
Craig Mueller reported the remaining figures due to Quam for the 2010 Street and Utility Improvement Project. The estimated figure is $33,138.50. To be on the safe side, Mueller recommended allowing for $50,000.
After discussion, motion Duroe to hold off on Woodman Street paving and water main, second Prins. Motion failed 2 to 3.
Harry Baulisch, chairman of Mary & Martha’s Pantry in Westbrook presented information on this service in Westbrook. Baulisch informed the council that Mary & Martha’s Pantry serves families within an approximate 25 mile radius of Westbrook. The area around the communities of Westbrook, Currie, Dovray, Storden, Jeffers, Lamberton and Walnut Grove are specifically targeted. Unlike the Cottonwood County Food Shelf which only allows residents of the Windom School District to participate.
Interstate Power and Light Company submitted a proposed Electric Franchise to be granted by the City of Jeffers. Electric Franchise Ordinance was then read.
Motion Dorr-Jones, second Ryker, unanimous vote that the above ordinance be adopted as Ordinance No. 69.
Lance presented a request for a Ratcheting Valve Wrench at a cost of approximately $300. The council approved the request.
Motion Dorr-Jones, second Ryker, unanimous vote to approve the financial report and pay all bills.
Motion Ryker, second Duroe, unanimous vote to adjourn at 9:45 p.m. having no further business.
