City of Jeffers - City Council Meeting

Jeffers City Council met in the REGULAR session on December 15, 2025,
at 7 p.m. at City Hall. Present: Mayor Brad Prins; Council members: Sheila
Ryker, Shawna Dorr-Jones, Curt Determan, Michael Schoper. Sharen Goeman,
Clerk. Absent: Lance Holmen, Maintenance
Mayor Prins called the meeting to order at 7 p.m. Minutes from November 24,
2025, meeting was approved as read.
Visitor: Marcia Schlingmann
Schlingmann was present to request the council consider reducing the dog
fines for 2025.
Motion Determan, second Schoper to reduce dog fines from $1,250 to $950.
Determan, Schoper, Dorr-Jones, Prins aye, Ryker nay. Motion carried.
Dog fines will begin at $50 on January 1, 2026.
Discussion was held on the property at 312 S. Courthouse and its condition.
The mayor will check with the Cottonwood County Auditor/Treasurer.
The clerk gave an update on the dangerous dog situation.
RESOLUTION #2025-04 Adopting Lien for Unpaid Charges: Motion
Determan, second Dorr-Jones, unanimous vote.
RESOLUTION #2025-05 Designating Polling Place for 2026: Motion Dorr-
Jones, second Ryker, unanimous vote.
RESOLUTION #2025-06 Approving the 2026 Tax Levy, collectible in 2026,
Motion Ryker, second Schoper, unanimous vote.
RESOLUTION #2025-07 Approving the Final Budget for 2026, Motion
Ryker, second Dorr-Jones, unanimous vote.
RESOLUTION #2025-08 Approving LRIP Farm to Market Application,
Motion Determan, second Schoper, unanimous vote.
The clerk presented the council/mayor and zoning pay for 2025. Motion Dorr-
Jones, second Schoper, unanimous vote.
Motion Schoper, second Ryker, unanimous vote for the MN Paid Leave of .66%
be split equally between the city and employees.
Motion Dorr-Jones, second Determan, to give city staff a 3% raise effective
January 1, 2026. Dorr-Jones, Determan, Schoper, Prins Aye, Ryker Nay.
Motion carried.
The Clerk presented a letter of resignation from the City Attorney Ron
Schramel effective April 1, 2026.
The clerk will check with Schramel as to recommendations to fill the position.
Motion Dorr-Jones, second Ryker, unanimous vote to pay all bills until the end
of 2025 and to cancel the meeting on December 22, 2025, due to the
Christmas holiday.
Motin Dorr-Jones, second Determan, unanimous vote to pay bills and approve
the financial report.
Motion Ryker, second Determan, unanimous vote to adjourn at 8:20 p.m.
