City of Jeffers - City Council Meeting

Jeffers City Council met in REGULAR session on February 23, 2026, at 7 p.m. at City
Hall. Present: Mayor Brad Prins, Council members: Sheila Ryker, Curt Determan,
Shawna Dorr-Jones, Michael Schoper. Lance Holmen, Maintenance; Sharen Goeman,
Clerk

Mayor Prins called the meeting to order at 7 p.m. Minutes from February 9, 2026,
meeting were approved as read.

Visitors: Chris Webb, SWRDC
Cory Schroeder, Jeffers Fire Chief

Webb was present to inform the council of different options for grants and low
interest loans for building a new fire hall.

Options include:
 -USDA Rural Development
 -Small Cities
 -SC Electric Economic Development will fund up to 50% of cost with a 0% loan
 -MN Climate Innovation  specifically for power to heat facility if solar or heat
pump is used

 Congressional Appropriation  could fund the whole project
 
- For example, a senator would write into law an earmark for the project.
A building permit for Sandra Langland was reviewed. Motion Schoper, second Ryker,
unanimous vote to approve.

Schroeder was present to inform the council of a radio grant the fire department and
first responders have received.

Motion Dorr-Jones, second Schoper, unanimous vote to cover the cost of the radios
until the reimbursement comes through.

Schroeder also asked if the fire department could purchase a pump/motor for the
2016 skid unit it would cost $7 to $8,000 and come from the FD Equipment fund.

Motion Ryker, second Determan, unanimous vote to approve the purchase by the fire
department.

Motion Dorr-Jones, second Determan, unanimous vote to pay the bills and approve
the financial report.

Motion Schoper, second Determan, unanimous vote to adjourn at 8:25 p.m. having no
further business.
