The Jeffers City Council met in REGULAR session on May 23, 2011 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Shawna Dorr-Jones , Roberta Duroe, Curt Determan, Sheila Ryker; Lance Holmen, Maintenance; Sharen Goeman, Clerk.

Mayor Brad Prins called the meeting to order at 7:00 p.m. Minutes of the May 9, 2011 meeting were approved as read.

Jeffers Implement owners were present to propose a 48’x54’ expansion on their present building. After discussion, motion Determan, second Dorr-Jones, unanimous vote to approve the building permit for Jeffers Implement with the Zoning Administrator’s adjustments.

A Home Occupation Permit from Richard Sykora was reviewed. Motion Dorr-Jones, second Determan, unanimous vote to approve the permit.

Home occupation permits, dog/cat licenses and other fees were discussed. The clerk was instructed to put the fees on the next agenda.

Lance reported that the pre-con meeting for the paving will be held on Tuesday. The council discussed applying dust control to Whited Street if it would be much longer before it was paved. Lance will speak with the county about this. If needed, the dust control would be applied to the 2 blocks of the business district only.

Westbrook Street Sweeper will be here on Thursday, May 26th weather permitting.

On Friday, May 27th, the county shop’s storm drain will be fixed.

Extra gravel is needed for Woodman Street. The specs only called for 50 T of gravel. Wenck will cover the cost of 800 T. A good base is needed for Woodman because it will be standing for a year before it is paved. The city will cover the cost of any additional gravel over 800 T.

Discussion was held on the quality of the cement work on Whited Street.

A new net for the tennis courts was ordered.

An abandoned vehicle on private property was discussed. The clerk will send a certified letter referring to Ordinance No. 65, to the owner requesting it be removed or enclosed in a building by June 8, 2011. If not, the city will tow it to an impound lot at the owner’s expense of $100, where it will be stored at a rate of $50/day for a maximum of 15 days. If the owner does not claim, that shall be deemed a waiver by the owner of all right, title and interest in the vehicle and contents and a consent to the transfer of title to and disposal or sale of the vehicle and contents.

Lawns in need of mowing were discussed. The owners will receive a letter informing them of the charge for the city to mow.

The lawn mowing fee was discussed. Motion Dorr-Jones, second Determan unanimous vote to raise the fee for City Lawn mowing from $50/ hour to $75/hour with a minimum charge of $75.

Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.

Motion Ryker, second Determan, and unanimous vote to adjourn at 9:22 p.m. having no further business.
