City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on June 13, 2011 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Shawna Dorr-Jones , Roberta Duroe, Curt Determan, Sheila Ryker; Lance Holmen, Maintenance; Sharen Goeman, Clerk.

Mayor Brad Prins called the meeting to order at 7:00 p.m. Minutes of the May 23, 2011 meeting were approved as read.

The city fees were discussed. New fees were discussed for the following:

· Dog License - $5.00 to $10.00
· Home Occupation - $10.00 to $20.00
· Cigarette License - $15.00 to $20.00
· Picnic Table Rental - $2.50 to $5.00 per table

Motion Duroe, second Dorr-Jones, unanimous vote to accept the changes in city fees.

The Home Occupation permit for Slim Sinnamon was reviewed, motion Dorr-Jones, second Determan, unanimous vote. Sinnamon’s permit will be grandfathered in at the previous $10 fee.

Dennis Johnson, Wenck Associates was present to discuss the additional work for Woodman Street’s water main work. The total due to Quam is $47,862.50. Johnson recommended that the city hold back $5,910.50 until the work is complete, in addition to the cost of curb/gutter for 160ft or 16 services.

Motion Determan, second Ryker, unanimous vote to make payment of $40,000 to Quam through Cottonwood County.

A building permit was reviewed for Jordan Bunting to build a garage on his property. Motion Dorr-Jones, second Ryker, unanimous vote to approve the permit contingent on Slim’s approval.

A Declaration of 10 Performance Measures was presented by the clerk. The council reviewed it. Motion Determan, second Dorr-Jones, unanimous vote to approve the Declaration.

Ryker requested the use of City Hall for the Outlaw Days Vendors in case of inclement weather.

Dorr-Jones discussed asphalt application on driveways. Further discussion was held on pavers, brick, landscaping rock and fire pits. The clerk will speak with the Zoning Officer regarding this.

Lance reported that when residents mow toward the street the grass clippings wash into the storm sewer and clog it. The clerk will put a note in the water bill to remind residents not to mow toward the street.

Motion Dorr-Jones, second Duroe, unanimous vote to pay all bills and approve the financial report.

Motion Ryker, second Determan, and unanimous vote to adjourn at 8:30 p.m. having no further business.
