The Jeffers City Council met in REGULAR session on September 12, 2011 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Shawna Dorr-Jones, Roberta Duroe, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk Absent: Lance Holmen, Maintenance.
Mayor Brad Prins called the meeting to order at 7:00 p.m. Minutes of the August 22, 2011 meeting were approved as read.
A resident was present to discuss a kennel license application. The council explained that she would need a signed okay from property owners that are within 200 feet of her property. The kennel license approval was tabled until the September 26, 2011 meeting.
The Jeffers Lions Club was present to inform the council of the International Lions Challenge to plant 1 million trees. The Jeffers Lions would like to plant 20 trees in recognition of their 20 members.
Dan Benz was present to present an amendment to the Death Benefits section of the Jeffers Firemen’s Relief Association to read – Survivor Benefit.
Upon the death of any member who has not yet separated from active service, the Association shall pay to the surviving spouse and surviving child or children, or if none, to the designated beneficiary, or if none, to the estate of the deceased active or the deferred member the amount per year of service as shown in Article VIII, Section 1 for each year that the member served as an active firefighter in the Jeffers Fire Department, without regard to minimum or partial vesting requirements, the pension amount per year of service in effect on the date of the death. A designated beneficiary may be a trust created under Chapter 501B if the survivor benefit will be distributed as a one-time lump sum payment.
Benz also requested permission to pay the grant writer for the operations and vehicle grant. Motion Duroe, second Ryker, unanimous vote.
The 1980 Ford F750 Firecat was sold at a consignment sale for $2,200.
A building permit a resident to move a 3- stall garage in behind his property was reviewed.
Motion Duroe, second Ryker unanimous vote to approve the permit.
The 2012 Levy was discussed. Motion Dorr-Jones, second Determan, unanimous vote to set the 2012 Levy at $125,000.
Ryker reported that the Outlaw Days committee would like to purchase banners for the light poles on Whited Street.
Ryker reported concern over broken asphalt on Clark Street in front of the school. Discussion was held.
The clerk will call Wenck to attend the next meeting on September 26, 2011 to discuss street improvements.
Dorr-Jones reported that the Zoning Commission will meet at 2 p.m. on September 15, 2011.
The clerk was instructed to send a letter to a resident regarding his noxious weeds on both of his lots.
Junk vehicles were discussed.
Digital television was discussed. Springfield NuTel Com explained they can’t justify bringing digital TV to Jeffers for 30 customers.
Motion Dorr-Jones, second Ryker, unanimous vote to pay all bills and approve the financial report.
Motion Ryker, second Determan, unanimous vote to adjourn at 9:15 p.m. having no further business.
