The Jeffers City Council met in REGULAR session on September 26, 2011 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Shawna Dorr-Jones, Roberta Duroe, Curt Determan, Sheila Ryker, Sharen Goeman, Clerk; Lance Holmen, Maintenance.
Mayor Brad Prins called the meeting to order at 7:00 p.m. Minutes of the September 12, 2011 meeting were approved as read.
Visitors: Dennis Johnson, Wenck
Building permits were discussed for the following:
· garage
· porch extension
The permits were reviewed. a culvert will need to be installed on the south side of the property for a new driveway. The mayor explained that the city will cover the cost of the culvert because it takes care of city water. The resident will pay for the installation.
Motion Ryker, second Duroe, unanimous vote to approve both permits.
Mayor Prins reported that the Jeffers Senior Citizens invited the council and their families to the annual potluck on Monday, October 10 at 6 p.m.
Shawna Dorr-Jones reported from the Planning & Zoning Commission meeting. The commission recommends an ordinance stating that “Trailers can only be parked on a city street for 5 days, with the exception of contractor’s trailers who are working on a job. Semi- trailers are not allowed on paved streets, with the exception of delivery vehicles.
Motion Determan, second Duroe, unanimous vote to adopt the recommendation. Dorr-Jones abstained from voting.
Dorr-Jones also presented that the privacy fence height was discussed at the meeting. Raising the height to 6 ft. instead of the 4 ft. height that is presently in the ordinance. Discussion was tabled.
Dennis Johnson, Wenck was present to present the assessment role from the Woodman Street water main project. After review the council approved the role with the change of the assessed amount to be $1,000 instead of $1,800. Motion Dorr-Jones, second Ryker unanimous vote.
The assessment hearing is scheduled for October 24, 2011 at 6:30 p.m.
Curb & gutter on both sides of Clark Street in front of the school were discussed. This repair can be assessed to the property owners. A 4/5 vote of the council is necessary for this.
Johnson will bring some sample policies for assessments to the next meeting. Johnson will look at the situation with Lance in the next week.
Discussion was tabled.
Lance reported that the grader moboard will be in at RDO and they will come this week. The rebuilt grader will cost $9,197.24 including travel, labor and tax.
Motion Duroe, second Ryker to pay all bills and approve the financial report. Unanimous vote.
Motion Ryker, second Determan to adjourn at 8:43 p.m. having no further business.
