City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on December 14, 2009 at 7:00 PM at City Hall. Present: Mayor Brad Prins; Council members: Curt Johnson, Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk.
Visitors: Dennis Nelson and Craig Mueller – Wenck Associates Inc., Ron Gregg – Cottonwood County
Mayor Prins called the meeting to order at 7:45 p.m. Minutes of the November 23, 2009 meeting were approved as read.
Motion Johnson, second Determan, unanimous vote to approve the agreement for engineering services with Wenck Associates, Inc. for the Sanitary Lagoon and Water Tower Improvements.
Motion Dorr-Jones, second Determan, unanimous vote to adopt resolution 2009-03 that improvement No. 2010-01 is necessary, cost-effective, and feasible as detailed in the feasibility report. Such improvement is hereby ordered as proposed in the council resolution adopted the 23rd day of November 2009. Wenck Associations, Inc. is hereby designated as the engineer for this improvement. The engineer shall prepare plans and specifications for the making of such improvement. The city council declares its official intent to reimburse itself for the costs of the improvement from the proceeds of tax exempt bonds.
Motion Dorr-Jones, second Determan, unanimous vote to approve the agreement for engineering services for Street and Utility Improvements.
Dennis Nelson suggested the City of Jeffers hire a financial advisor. Nelson has worked with Ehlers & Associates and will contact them and have them attend an upcoming council meeting.
Ron Gregg noted that he will be drafting an agreement between Cottonwood County and the City of Jeffers and bring it to an upcoming meeting.
Lance reported:
New water tower controls will be installed on December 22, 2009
Trouble with the grader and Ed Westerman would be fixing it
Motion Johnson, second Dorr-Jones, unanimous vote to approve Christmas bonuses for Lance and Sharen.
Sharen noted:
PERA Coordinated plan employer additional amount increased from .75% to 1.00%
NU-Telecom premium channels rate for HBO will increase to $13.95 effective January 1, 2010.
The Clerk presented the proposed 2010 Budget for the City of Jeffers. Motion Duroe, second Johnson, unanimous vote to adopt the proposed 2010 Budget.
Motion Dorr-Jones, second Duroe to approve the financial report and pay all 2009 bills.
Motion Johnson, second Determan to adjourn the meeting at 9 p.m. having no further business.
