City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on January 11, 2010 at 7:00 PM at City Hall.  Present:  Mayor Brad Prins; Council members:  Curt Johnson, Roberta Duroe, Shawna Dorr-Jones, Curt Determan; Lance Holmen, Maintenance; Sharen Goeman, Clerk.   

Visitors:  Dennis Nelson and Craig Mueller – Wenck Associates Inc., Lucy Swenson – Insurance Agent

Mayor Prins called the meeting to order at 7:00 p.m.  Minutes of the December 14, 2009 were approved as read.

Motion Johnson, second Duroe, unanimous vote not to waive the statutory maximum of $500,000 liability for the City of Jeffers.

Dennis Nelson - Wenck Associates, Inc. presented an agreement on behalf of Cottonwood County Engineer Ron Greg.

Motion Determan, second Dorr-Jones, unanimous vote to approve the agreement between Cottonwood County and the City of Jeffers.

Nelson presented Resolution No. 2010-01 declaring the Official Intent of Jeffers to Reimburse Certain Expenditures from the Proceeds of Bonds to be issued by the City.  

Motion Johnson, second Determan, unanimous vote to adopt resolution 2010-01.

Nelson then presented Resolution No. 2010-02 the City of Jeffers is hereby applying to the Minnesota Public Facilities Authority for a loan to be used for the reimbursement of capital cost.

Motion Dorr-Jones, second Duroe, unanimous vote to adopt Resolution No. 2010-02.

Motion Determan, second Johnson, unanimous vote to appoint Ehlers & Associates as the city of Jeffers financial advisor.

Finally, Nelson recommended that the city of Jeffers appoint Bond Counsel.

Motion Dorr-Jones, second Duroe, unanimous vote to appoint Fryberger, Buchanan, Smith & Frederick, P.A. as the official Bond Counsel for the City of Jeffers.

Nelson noted that he will be at February 8th Council meeting to go over water tower and lagoon specs.

Lance reported that the water tower controls were not properly installed.  They are currently operational and will be fixed soon.

Shawna reported the flag needs to be retired and residents could not drop off their payments because of the snow in front of the box.   

The Council reviewed the city positions from 2009.  Motion Dorr-Jones, second Duroe, unanimous vote to keep the same city positions with the addition of Wenck Associates, Inc. as Engineering Firm.2010

  Ryker’s will be notified that the garbage bags they are presently selling will only be useable through February 28, 2010.
 
  Motion Dorr-Jones, second Duroe to pay all bills and approve the financial report.
 
  Motion Johnson, second Determan to adjourn the meeting at 8:43 p.m. having no further business.
