The Jeffers City Council met in REGULAR session on January 23, 2012 at 7:00 p.m. at City Hall. Present: Mayor Pro-Tem Roberta Duroe, Council members: Shawna Dorr-Jones, Sheila Ryker, Curt Determan, Lance Holmen, Maintenance. Sharen Goeman, Clerk. Absent: Mayor Brad Prins
Visitors: Rory Lindvall, Cottonwood County
Mayor Pro-Tem Roberta Duroe called the meeting to order at 7:00 p.m. Minutes from the January 9, 2012 meeting were approved as read.
Ryker reported on information regarding Natural Gas. Heron Lake is getting natural gas now. Agrinatural Gas of Farmington will contact Jeffers when they are done there. Ryker will call them and get some more information.
Rory Lindvall, Cottonwood County presented the final pay request from Quam. Holmen reported that Quam is still responsible for fixing the sewer line for a business.
Motion Determan, second Dorr-Jones unanimous vote to pay the final request pending a written agreement from Quam stating they will fix the final issues and pay an incurred bill by a business by June 1, 2012.
The clerk presented the 2012 City Budget for review. Motion Dorr-Jones, second Ryker unanimous vote to approve the budget.
Dorr-Jones reported on the Zoning Commission meeting. The commission decided they will meet four times per year. January, April, July and October. Animal Control should be appointed to the commission as well.
A recommendation from the commission to pay the members $30/meeting and increase the Zoning Administrator’s salary to $300 + 80% of the building permit fees. The next meeting will address ordinances that are not needed.
Motion Ryker, second Determan, unanimous vote to approve paying the Zoning Commission members $30/meeting.

Holmen presented information on a resident’s water bill situation. Lance spoke with Sheriff Purrington regarding the situation. The City will contact the City Attorney before taking action.
Motion Dorr-Jones, second Ryker, unanimous vote to pay all bills and approve the financial report.
Motion Dorr-Jones, second Ryker, unanimous vote to increase the Public Works Superintendent and the Clerk/Treasurer’s wages 3% effective February 1, 2012.
Motion Ryker, second Determan, unanimous vote to adjourn at 7:40 p.m. having no further business.
