City of Jeffers - City Council Meeting

The Jeffers City Council met in REGULAR session on September 24, 2012 at 7:00 p.m. at City Hall. Present: Mayor Brad Prins, Council members: Roberta Duroe, Curt Determan, Sheila Ryker, Shawna Dorr-Jones. Sharen Goeman, Clerk. Lance Holmen, Maintenance.
Visitors: John & Peggy Hubley, Susan Goeman
Mayor Prins called the meeting to order at 7:00 p.m. Minutes from the September 10, 2012 meeting were approved as read.
Sue Goeman presented an estimate and sample of a sign to replace the current city of Jeffers sign located on Highway 30. The estimate is from CE Signs & Designs of Lucan for $2,185.00.
Motion Duroe, second Determan, to pay for the sign and collect donations from area groups, unanimous vote.
John and Peggy Hubley were present to inform the council of their findings regarding nuisance ordinances. They noted that they have received interest from other parties to join in their effort to clean up Jeffers.
The clerk presented a sample ordinance from the city attorney to the council. The council is interested in just a public nuisance ordinance for harassing and obnoxious behavior, unrelated to intoxicated persons. The clerk will check with the attorney.
Motion Prins, second Determan to raise the water deposit from $225 to $300. Unanimous vote.
It was noted that the city only pays for water line repairs up to the property line, per November 10, 1986.
The adult entertainment ordinance was reviewed.
Halloween trick or treating is set for Wednesday, October 31, 2012 from 4 to 8 p.m. Make sure you put your porch light on if you are passing out candy.
Lance reported the paving crew will pave Woodman on Tuesday, September 25, 2012.
Miller’s Repair property needs cement work done due to the storm sewers. Lance received an estimate of $1,406 to reshape the valley with reinforced concrete 5 ½ inches thick.
Motion Dorr-Jones, second Determan to pay for this cement work. Unanimous vote.
Lance presented options for holiday banners. CE Signs & Designs from Lucan made the present banners and can make the holiday banners as well for approximately $100 per banner.
Motion Dorr-Jones, second Ryker, unanimous vote to purchase 7 banners.
The clerk will send a letter to a resident to mow his lawn.
Motion Dorr-Jones, second Duroe to pay all bills and approve the financial report. Unanimous vote.
Motion Ryker, second Determan, unanimous vote to adjourn at 8:55 p.m. having no further business.
